The Senior Economist is responsible for drafting institutional reports, developing economic indicators and forecasting models, conducting policy-related research studies, and contributing to training activities, workshops, and technical assistance to member countries. The role also includes providing high-level economic analysis and policy advice in the context of economic surveillance and the follow-up of economic reform programs. Moreover, the Senior Economist will build strong and effective relationships with internal and external stakeholders and contribute to the overall strategic goals of the institution.

Roles and Responsibilities:

  • Contribute to the preparation of policy notes highlighting economic and financial challenges and possible reforms in member countries to support effective reform program design.
  • Engage with officials in member countries to discuss and agree on reform programs, providing economic and financial analysis, drafting letters of intent, and preparing required reports.
  • Draft reports to monitor the progress of economic programs, including assessing macroeconomic developments, outlooks, and implementation of reform measures to ensure program objectives are met.
  • Prepare surveillance and country reports to provide forward-looking policy advice addressing vulnerabilities and promoting sustainable growth, while monitoring ongoing economic and financial developments in assigned countries.
  • Provide expert policy advice and technical assistance to member countries to aid in the formulation and implementation of macroeconomic and structural policies.
  • Participate in internal and external committees and forums to discuss economic policies aligned with AMF’s strategic goals.
  • Draft policy briefs and recommendations, engaging with relevant AMF staff, stakeholders, and partners to refine policy proposals.
  • Conduct in-depth macroeconomic and risk analysis at the country or regional level, including financing needs and debt sustainability assessments, to inform surveillance, lending plans, and reform program design.
  • Conduct research studies on country, regional, and global economic and financial issues relevant to the AMF’s mandate and strategy.
  • Contribute to the AMF’s economic flagship reports, ensuring rigor and quality in economic analysis.
  • Develop economic and financial indicators and tools for surveillance and forecasting, providing relevant policy advice.
  • Propose improvements in data collection, analysis tools, and cross-departmental collaboration.
  • Contribute to the design and execution of technical assistance, training, capacity-building courses, and workshops, enhancing institutional and human capacities in member countries.
  • Identify improvements to AMF policies and procedures, focusing on areas related to the Surveillance and Financing Department, considering leading practices.
  • Review risk registers within the department’s scope to enhance effectiveness and risk management tools.
  • Communicate complex economic concepts and findings to stakeholders through presentations, reports, and publications.
  • Build collaborative relationships with internal units, member country authorities, and international/regional financial institution partners to support AMF objectives.
  • Stay informed on local and global economic developments, reform challenges, and economic policy debates, leveraging insights to enhance stakeholder management and align with AMF’s strategic objectives.

Job Qualifications and Requirements:

  • Minimum of 8 years of relevant experience in economics, finance, or a related field, ideally within international or regional financial institutions, central banks, ministries of economy or finance, statistical authorities, universities, or research centers.
  • Proven experience in macroeconomic analysis, financial sector assessment, and policy advice.
  • Extensive expertise in econometrics, economic modeling, and forecasting.
  • Strong proficiency in statistical and econometric software, including EViews, STATA, S-Plus, RATS, MATLAB, Python, R, and others.
  • Expertise in designing and delivering training programs in economics, finance, or related fields.
  • Knowledge of and ability to apply relevant statistical guidelines, manuals, and methodologies issued by international institutions.
  • Demonstrated track record of publications in peer-reviewed journals in economics, finance, or related fields.
  • Ability to manage research projects effectively.
