The Section Manager, Training and Capacity Building Institute, is responsible for leading the design, delivery, and evaluation of training programs and capacity-building initiatives for AMF member states. The role oversees curriculum development, instructor coordination, program scheduling, and quality assurance to ensure high-impact learning solutions aligned with the Fund’s strategic priorities. The Section Manager also manages stakeholder relationships, enhances institutional knowledge offerings, and supports the continuous improvement of the Institute’s programs and services.

 

Key Responsibilities

  • Lead the development of training plans and learning programs aligned with AMF’s strategic objectives and member states’ needs.
  • Oversee curriculum design, course content, and the selection of instructors and subject matter experts.
  • Identify priority skill gaps and propose new training themes in economics, finance, technology, and public policy.
  • Ensure all programs meet quality standards and incorporate modern adult learning methodologies.
  • Manage the scheduling, logistics, and delivery of training workshops, seminars, and online programs.
  • Evaluate training effectiveness through assessments, participant feedback, and impact measurement tools.
  • Ensure consistency, accuracy, and high-quality content across all Institute offerings.
  • Implement continuous improvements in training formats, materials, and instructional practices.
  • Support knowledge development initiatives, including research-based training, case studies, and best-practice exchanges.
  • Strengthen partnerships with regional and international training institutions.
  • Promote innovation in learning delivery through e-learning, blended learning programs, and digital learning tools.
  • Ensure adherence to internal policies, procedures, and documentation standards for all training activities.
  • Improve operational processes related to program management, evaluation, and reporting.
  • Maintain up-to-date training records, dashboards, and progress reports.
  • Engage with ministries, central banks, and other regional partners to identify capacity-building needs.
  • Coordinate with internal AMF departments to integrate cross-functional expertise into training offerings.
  • Represent the Institute in regional training networks, conferences, and professional forums.
  • Lead, coach, and supervise the Training and Capacity Building team.
  • Define performance objectives, conduct performance evaluations, and provide ongoing feedback.
  • Build instructor capability and support professional development within the Institute.
  • Foster a collaborative, high-performance culture aligned with AMF values.

     

Knowledge and Experience

  • Minimum of 15 years of experience in training management, capacity building, or learning and development, preferably within economic, financial, public-sector, or international organizations.
  • Strong experience in curriculum development, adult learning design, and training program evaluation.
  • Strong understanding of regional capacity-building priorities, economic policy themes, and institutional learning trends.
  • Experience managing training institutes, instructors, or multi-program portfolios.
