Job Purpose: 

The Section Manager, Fiscal Affairs leads AMF’s fiscal policy analysis, country assessments, and regional monitoring related to member states’ public finance performance. The role oversees work on fiscal sustainability, public debt dynamics, revenue and expenditure reforms, and fiscal risks. It ensures the production of high-quality analytical outputs, supports financing operations, engages in policy dialogue with fiscal authorities, and contributes to building capacity in fiscal policy and public financial management across the region.

📋 Roles and Responsibilities / Key Accountabilities

  • Lead fiscal surveillance for member countries, analyzing public finances, debt sustainability, budget execution, and medium-term fiscal frameworks.
  • Oversee preparation of fiscal sections of country reports, policy briefs, and regional fiscal outlooks.
  • Identify fiscal risks, emerging vulnerabilities, and structural challenges affecting fiscal stability.
  • Ensure high accuracy and analytical rigor of fiscal datasets and assessment tools.
  • Provide policy advice on fiscal consolidation, revenue mobilization, expenditure efficiency, subsidy reforms, and public investment management.
  • Support ministries of finance and fiscal authorities on reform priorities aligned with international best practices.
  • Contribute to the development of fiscal rules, debt management strategies, and frameworks for fiscal transparency and governance.
  • Offer recommendations supporting AMF’s surveillance and lending operations.
  • Participate in appraisal and monitoring missions for financial support programs.
  • Review fiscal performance indicators, structural benchmarks, and reform commitments.
  • Prepare analytical inputs for program documentation, debt sustainability analyses, and fiscal projections.
  • Coordinate with national authorities to follow up on agreed fiscal measures and progress.
  • Ensure adherence to internal methodologies, procedures, and quality assurance standards in fiscal work.
  • Identify improvements in analytical frameworks, forecasting tools, and reporting templates.
  • Oversee timely submission of fiscal assessments, briefs, and internal reports.
  • Ensure compliance with AMF procedures and contribute to enhancing the department’s analytical capabilities.
  • Maintain active engagement with ministries of finance, central banks, and fiscal authorities in member countries.
  • Coordinate with international institutions and regional partners on fiscal policy issues.
  • Represent AMF in fiscal policy meetings, workshops, and technical forums.
  • Monitor regional and global fiscal developments relevant to member states.
  • Supervise, guide, and support economists within the Fiscal Sector Section.
  • Set performance objectives, conduct evaluations, and provide coaching to enhance analytical capability.
  • Support knowledge sharing, training, and development within the Economic Policy Department.
  • Promote a collaborative, high-performance environment consistent with AMF’s values.

 Job Qualifications and Requirements

Knowledge and Experience

  • Minimum 15 years of experience in fiscal policy analysis, public finance, or macroeconomic surveillance, preferably in government, central banks, or international financial institutions.
  • In-depth knowledge of public financial management, debt sustainability, budget frameworks, and fiscal reform strategies.
  • Proven experience leading fiscal assessments, policy discussions, or technical missions.
  • Strong analytical skills in fiscal modelling, forecasting, and quantitative analysis.

Education

  • Master’s or PhD in Economics, Public Finance, Fiscal Policy, Macroeconomics, or a related field.

Certifications

  • Certifications or specialized training in fiscal policy, debt management, or macro-fiscal modelling are an advantage.
