The Arab Monetary Fund aims to onboard a "Section Manager, Financial Operations" in the Finance Department, reporting to the Executive Director, Finance.
Job Purpose
The Section Manager, Financial Operations is responsible for ensuring the effective execution, control, and governance of AMF’s financial activities. This includes overseeing financial transactions, optimizing planning and reporting processes, and ensuring compliance with regulatory and institutional requirements. The role contributes to the financial integrity and operational efficiency of AMF by leveraging automation, data analytics, and robust risk management frameworks.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Support the development of multi-year financial frameworks in line with AMF’s strategic priorities.
- Collaborate with the Finance Director to develop and implement financial planning strategies aligned with the organization's objectives.
- Utilize financial analytics and forecasting tools to enhance financial forecasting, budget controls, and cost optimization.
- Monitor financial performance indicators and provide insights to improve financial decision-making processes.
- Ensure alignment of financial planning with the organization’s strategic transformation goals.
- Oversee financial execution processes, ensuring accuracy, efficiency, and compliance with financial regulations and internal policies.
- Implement financial controls and risk mitigation strategies to enhance the integrity of financial operations.
- Ensure alignment with AMF’s treasury and cash flow strategies, coordinating closely with related functions.
- Supervise transaction processing, reconciliation, and reporting activities to ensure seamless financial operations.
- Monitor disbursements and settlements, including those related to AMF lending programs and institutional payments.
- Optimize financial workflows through automation and digital transformation initiatives to improve reporting and operational efficiency.
- Strengthen financial controls by implementing automated risk reporting and monitoring key financial risks.
- Ensure compliance with international financial reporting standards (IFRS) and institutional policies.
- Support internal and external audit processes by preparing accurate documentation and responding to audit queries.
- Conduct periodic audits and assessments to ensure financial integrity and regulatory adherence.
- Collaborate with the Risk and Compliance Division to identify emerging financial risks and integrate mitigation strategies.
- Develop and implement governance frameworks to enhance accountability and transparency in financial operations.
- Ensure timely and accurate financial reporting by consolidating financial data and preparing reports for internal and external stakeholders.
- Utilize financial analytics to assess trends, identify variances, and recommend corrective actions for improved financial efficiency.
- Ensure data integrity across financial platforms and contribute to the continuous improvement of AMF’s financial systems.
- Establish and manage relationships with key internal and external stakeholders, including auditors, regulatory bodies, and financial institutions.
- Streamline financial communication processes to improve coordination between departments and external partners.
- Represent the Finance Department in internal committees and cross-functional working groups as required.
- Support the development of reporting frameworks for engagement with external financial institutions.
- Facilitate cross-functional collaboration to enhance financial operations and ensure alignment with broader organizational objectives.
Qualifications and Requirements
- A minimum of 10 years of experience in financial operations, treasury management, financial control, or related fields within a reputable institution, preferably in the banking, financial services, or governmental sectors.
- Proven experience in managing financial transactions, cash flow optimization, and financial risk assessment.
- Exposure to digital finance tools, ERP systems, and process automation platforms is preferred
- A bachelor’s degree in finance, accounting, economics, business administration, or a related field.
- Master’s degree in finance or a related field is preferred.
- Professional certification such as Certified Treasury Professional (CTP), Chartered Financial Analyst (CFA), or Certified Public Accountant (CPA) is preferred.
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
