The Arab Monetary Fund aims to onboard an "Executive Director, Capacity Development and Innovation" to lead the Capacity Development and Innovation Department, reporting to the Director General, Chairman of the Board.

Job Purpose
The Executive Director, Capacity Development and Innovation, leads the department’s strategic initiatives to enhance economic policy capacity in the Arab region. This role involves overseeing the design and implementation of high-impact training programs, research, and technical assistance that directly support regional policymakers and institutions. Additionally, it fosters innovation in economic policy frameworks and knowledge-sharing platforms to strengthen institutional effectiveness and economic resilience.

Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:

  • Set the department’s operational plans and ensure effective implementation aligned with AMF’s long-term vision.
  • Coordinate with AMF departments to ensure seamless collaboration on investment and capacity-building initiatives.
  • Develop risk assessment frameworks to evaluate and mitigate economic risks in line with strategic objectives.
  • Develop and oversee innovative training programs, including cohort training, executive education, and internal training, to address member countries' needs.
  • Expand collaboration with international partners, research institutions, and accredited agencies to enhance training effectiveness.
  • Build and maintain a database of specialized expertise and redevelop the AMF Short-term Consultant framework for more efficient knowledge sharing.
  • Help member countries formulate and implement economic policies and institutional frameworks for economic stability and growth.
  • Provide strategic guidance on shaping national and regional policies to strengthen economic governance.
  • Establish trust funds for technical assistance in areas such as debt management, capital markets, and climate change.
  • Identify and analyze frontier economic policy issues such as digital economy, AI, and climate change to support informed decision-making.
  • Conduct and oversee research on emerging economic challenges to provide actionable policy recommendations.
  • Build a network of regional and international experts to enhance the understanding of economic policy impacts.
  • Upgrade data flow practices at AMF to automate data exchange with member states and enhance economic analysis.
  • Develop and promote AMF Indices to highlight key economic trends and policy insights across the region.
  • Establish AMF as a leading institution in data innovation among international financial organizations
  • Strengthen cooperation with financial institutions, research centers, and policymakers to support AMF’s strategic objectives.
  • Facilitate knowledge exchange through partnerships with global and regional institutions on policy development and economic reforms.
  • Engage with international organizations to align AMF’s programs with best practices in economic capacity-building.
  • Utilize advanced technologies to enhance AMF’s capacity-building programs and research initiatives.
  • Promote digital tools and platforms that improve access to economic data and research for member countries.
  • Identify and implement innovative solutions to address economic policy challenges in the Arab region.

Qualifications and Requirements

  • A minimum of 15 years of senior-level experience in capacity development, policy research, and economic innovation within public institutions, international organizations, or financial entities. 
  • Extensive expertise in engaging with high-level national and regional authorities to address complex economic challenges, particularly in macroeconomic stability, digital transformation, and emerging policy trends. 
  • Strong analytical capabilities in econometrics and quantitative research are required to develop policy-relevant insights and strategic recommendations.
  • The role demands exceptional communication and leadership skills, including the ability to present sophisticated analyses to diverse stakeholders, from policymakers to non-specialist audiences.
  • Ph.D. in economics, finance or equivalent is preferred
  • Master’s degree in Economics, Public Policy, Finance, or equivalent 
  • Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
