Job Purpose
Support AMF’s surveillance and policy advisory mandate through in-depth fiscal policy and public finance analysis.
Contribute to evidence-based policymaking by assessing fiscal sustainability, revenue and expenditure performance, debt dynamics, and fiscal risks.
Assist member states in strengthening fiscal frameworks in line with international best practices.
📋 Roles and Responsibilities
Key Accountabilities
Conduct analytical research on fiscal policy, public finance developments, and fiscal reforms across member states.
Analyze government revenues, expenditures, fiscal balances, and debt sustainability.
Prepare macro-fiscal assessments, fiscal policy notes, and country briefs for surveillance missions.
Develop fiscal projections, debt sustainability analyses (DSA), and scenario simulations.
Assess fiscal risks, including contingent liabilities, state-owned enterprises (SOEs), and public sector exposures.
Analyze the fiscal impact of macroeconomic shocks and policy reforms.
Contribute to the development and enhancement of internal fiscal models and analytical tools.
Support technical assistance missions related to budgeting, tax policy, expenditure efficiency, and public financial management.
Draft policy recommendations aligned with AMF priorities and international standards (IMF, OECD).
Participate in regional workshops, committees, and capacity-building activities.
Collaborate with internal teams (Surveillance, Research, Forecasting) to ensure integrated policy outputs.
Maintain effective working relationships with Ministries of Finance, Central Banks, and regional institutions.
Ensure compliance with AMF policies, governance frameworks, and quality standards.
Identify opportunities to improve analytical processes, methodologies, and reporting quality.
📄 Job Qualifications and Requirements
Knowledge and Experience
Minimum 5–6 years of experience in fiscal policy, public finance, macro-fiscal analysis, or economic surveillance.
Proven experience in fiscal modelling, budget analysis, and debt sustainability analysis.
Experience with international organizations, Ministries of Finance, or Central Banks is preferred.
Education
Bachelor’s degree in economics, Public Finance, Macroeconomics, or a related field.
Master’s degree or PhD is preferred.
Certifications
Certifications or training in Public Financial Management, Debt Management, or Macro-Fiscal Analysis are an advantage.
