The Arab Monetary Fund aims to onboard a "Division Chief, Training and Capacity Building Institute" in the Capacity Development and Innovation Department, reporting to the Director, Capacity Development and Innovation.
Job Purpose
The Division Chief leads the strategic development and delivery of AMF’s training programs, ensuring alignment with institutional goals and regional development needs. This role drives innovation in program design, fosters partnerships, and promotes a culture of continuous learning to enhance institutional and human capital capabilities across member states.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Develop and implement a comprehensive strategy for training and capacity building that aligns with AMF’s mission and long-term objectives.
- Conduct regional assessments to identify member countries' capacity-building needs and ensure training programs are responsive to emerging requirements.
- Establish and maintain partnerships with international organizations, industry experts, and stakeholders to enhance training resources and expand program effectiveness.
- Address urgent participant-related issues by providing prompt responses and determining the most appropriate course of action in line with AMF policies and resource availability.
- Oversee training and capacity-building staff, including trainers, coordinators, and administrative personnel, to ensure efficient program delivery.
- Lead outreach initiatives to align technical assistance and training with the specific capacity-building needs of member countries.
- Evaluate and process nominations for training programs, selecting the most suitable candidates based on program requirements and nominee profiles.
- Oversee the design, organization, and execution of training programs, ensuring efficient delivery of courses and seminars at AMF and across Arab countries.
- Utilize diverse delivery methods to implement the Fund’s capacity development (CD) strategy effectively.
- Stay updated on emerging trends, technologies, and best practices in capacity building.
- Introduce innovative methodologies and tools to enhance the effectiveness of training and technical assistance programs.
- Develop and implement tailored training programs and capacity-building initiatives to align with international standards and address member countries' needs.
- Analyze and report on program effectiveness, using data-driven insights to ensure impact and relevance to regional demands.
- Establish and nurture strategic partnerships with internal and external stakeholders to enhance the achievement of AMF’s capacity-building objectives.
- Develop robust monitoring and evaluation (M&E) frameworks to assess the effectiveness and impact of training and capacity-building initiatives.
- Collect feedback and performance data to enhance the quality, scalability, and sustainability of programs.
- Report regularly on training outcomes, KPIs, and alignment with AMF’s strategic development goals.
- Lead the digital transformation of AMF’s training offerings by integrating e-learning platforms, virtual classrooms, and blended delivery models.
- Ensure the digital content meets international instructional design standards and is accessible to diverse learners across member countries.
- Manage the development and curation of online content libraries and learning tools.
Qualifications and Requirements
- Minimum of 10 years of experience in capacity development, training management, or organizational learning, preferably within international financial institutions, training academies, or regional development organizations.
- Proven experience in designing, managing, and evaluating large-scale training programs and in collaborating with senior stakeholders across sectors.
- Master’s degree (Ph.D. preferred) in economics, finance, education, public policy, or a related field from a recognized institution.
- Professional certifications in training, instructional design, or capacity development (e.g., CPTD, ATD, or equivalent) are an advantage.
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
