The Arab Monetary Fund aims to onboard a "Division Chief, Technical Assistance" in the Capacity Development and Innovation Department, reporting to the Director, Capacity Development and Innovation.
Job Purpose
The Division Chief leads the development, delivery, and continuous improvement of technical assistance programs, helping AMF member countries strengthen economic governance, institutional frameworks, and financial systems. This role ensures initiatives are evidence-based, results-oriented, and aligned with AMF’s mission of promoting macroeconomic stability and sustainable development across the Arab region.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Develop medium- and long-term technical assistance strategies in alignment with AMF’s institutional development roadmap.
- Identify resource requirements, manage the program’s budget, and coordinate with internal stakeholders to ensure timely and effective delivery of TA initiatives.
- Prioritize TA interventions based on regional needs assessments and evolving economic contexts.
- Design and oversee the implementation of technical assistance programs that address the economic, financial, and institutional needs of member countries.
- Identify priority areas for technical assistance based on economic trends, policy challenges, and member country requests.
- Ensure technical assistance initiatives align with AMF’s strategic goals and contribute to economic stability and growth.
- Provide expert guidance and policy recommendations to member countries on economic reforms, financial stability, and institutional development.
- Oversee the development of research-based policy papers, guidelines, and reports to support technical assistance initiatives.
- Facilitate high-level discussions and consultations with policymakers to ensure effective implementation of recommended policies.
- Build and maintain strong relationships with government agencies, financial institutions, and international organizations to enhance technical assistance collaboration.
- Coordinate with relevant AMF departments, including research, training, and economic policy teams, to ensure integrated and cross-functional support in the delivery of technical assistance.
- Develop partnerships with leading global institutions and experts to enhance the impact and reach of technical assistance programs.
- Develop and oversee training and knowledge-sharing programs that enhance the technical capabilities of member countries.
- Organize workshops, seminars, and expert-led discussions to disseminate best practices and innovative policy solutions.
- Ensure technical assistance programs are structured to provide practical and sustainable capacity development for policymakers and institutions.
- Establish key performance indicators to measure the effectiveness of technical assistance programs.
- Conduct evaluations and impact assessments to refine program design and enhance future technical assistance efforts.
- Prepare regular progress reports and recommendations for AMF leadership and stakeholders on technical assistance outcomes.
- Systematically document lessons learned and best practices from technical assistance engagements.
- Lead efforts to institutionalize knowledge generated through TA programs into AMF’s research and capacity development frameworks.
- Promote innovation in TA delivery through digital platforms, new partnerships, and adaptive learning approaches.
Qualifications and Requirements
- Minimum of 10 years of experience in technical assistance delivery, economic policy advisory, institutional reform, or capacity-building in a multilateral, governmental, or financial development context.
- Demonstrated success in leading high-impact advisory engagements and managing cross-border or cross-institutional development programs.
- Master’s degree in economics, public administration, finance, or international development.
- Certifications in areas such as technical assistance management, international development, or policy planning (e.g., IPDET, PMP, or equivalent) are preferred
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
