The Arab Monetary Fund aims to onboard a "Director, Audit" to lead the Audit Office, reporting to the Director General, Chairman of the Board.
Job Purpose
The Audit Director leads the Internal Audit function across AMF and its affiliates, overseeing risk-based audit planning, execution, and reporting. The role ensures effective evaluation of internal controls, compliance, and risk management frameworks. As a strategic advisor, the Director provides independent insights to the Audit Committee, Director General, and senior management to enhance governance, accountability, and organizational performance.
Key Accountability Areas and Activities
The key activities include, but are not limited to, the following:
- Define and lead the implementation of the Internal Audit strategy, ensuring alignment with AMF’s business objectives, risk management framework, and governance standards.
- Develop and obtain approval for the annual risk-based audit plan covering financial, IT, and operational areas across AMF and its affiliates.
- Collaborate with senior leadership and the Audit and Risk Committee to prioritize high-impact audit areas and emerging risks.
- Oversee end-to-end audit execution across financial statements, IT systems, and business operations to assess risks, control effectiveness, compliance, and process efficiency.
- Lead financial audits, including review of ledgers, statements, contracts, and transactions to ensure accuracy, compliance, and adherence to internal controls and accounting standards.
- Direct IT audits assessing cybersecurity, data integrity, infrastructure reliability, and compliance with AMF’s IT policies and regulatory frameworks.
- Manage operational audits across business functions, evaluating procedures, internal controls, and opportunities for process improvements.
- Leverage data analytics and modern audit tools to enhance audit coverage, efficiency, and insight generation.
- Provide independent audit findings, risk assessments, and actionable recommendations to the Audit and Risk Committee, the Director General, and relevant stakeholders.
- Ensure high-quality reporting on audit scope, methodology, observations, and remediation plans, clearly highlighting risks and implications for AMF’s financial and operational health.
- Coordinate audit conclusions with relevant functions (Risk, Legal, Compliance) and support audited departments in implementing corrective actions.
- Highlight material audit findings that may impact financial statements or regulatory reporting.
- Monitor the implementation of audit recommendations across audited entities, conducting follow-up assessments to ensure timely and effective resolution.
- Escalate delays or unresolved issues to senior leadership and the Audit and Risk Committee, proposing appropriate actions or mitigations.
- Lead and supervise internal investigations related to suspected fraud, misconduct, or other irregularities, ensuring confidentiality, objectivity, and compliance with internal protocols.
- Conduct special reviews or ad hoc audits as requested by the Audit and Risk Committee or Director General, ensuring thorough and independent analysis.
- Promote continuous improvement of internal audit processes, control mechanisms, and audit methodology in line with global best practices.
- Review and update the Internal Audit Manual and ensure staff adherence to auditing standards, policies, and internal procedures.
- Monitor compliance with applicable regulations, internal governance frameworks, and quality assurance standards.
- Develop and manage the Internal Audit Office’s budget and resource allocation, ensuring efficient use of funds and alignment with strategic priorities.
- Oversee performance metrics and ensure the function delivers value through cost-effective audit delivery, risk mitigation, and insights.
- Maintain strong relationships with internal stakeholders and external auditors to coordinate activities, share knowledge, and align on risk and compliance matters.
- Lead awareness campaigns and workshops to promote understanding of internal controls, risk management, and the role of Internal Audit.
- Lead, coach, and evaluate the Internal Audit team, ensuring professional growth, engagement, and continuous development.
- Collaborate with HR to attract and retain high-caliber audit professionals and ensure the team’s capabilities align with AMF’s evolving risk and business environment.
- Set clear performance objectives, provide regular feedback, and promote a culture of integrity, excellence, and accountability.
Qualifications and Requirements
- Minimum of 15 years in internal or external auditing, with senior leadership experience
- Prior experience in financial sector auditing and governance oversight is essential
- MBA or equivalent post-graduate qualification required
- Ph.D. in Business Administration or related field is preferred
- Professional certifications such as CPA, CIA, CISA, or CSAA are preferred
- Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
