Legal Advisor

The Arab Monetary Fund (AMF), is a financial Arab regional organization based in Abu Dhabi, United Arab Emirates. It’s main objectives are laying monetary foundations of Arab economic integration and accelerating the process of economic development in all Arab Countries.

AMF is actively seeking to strengthen the capabilities of its Legal Department by recruiting a “Legal Advisor”.

 

Primary Duties and Responsibilities:

Under the Direct Supervision of the Director of the Legal Department:

  • Advise on all legal matters requested by top management, departments and sections and to the Arab Trade Financing Program.
  • Maintain the legal rights of the Fund and its employees.
  • Review contracts and agreements held between the Fund and other external parties.
  • Follow-up on all the legal cases related to the Fund.

Qualifications and Practical Experience

  • National of Arab Countries.
  • Law Degree preferably Master Degree in Law from a reputable university.
  • Minimum experience of 8 years in legal counseling, advocacy, preferably in central banks, international, or regional financial organizations.
  • Fluency in both Arabic and English, knowledge of French language is preferable.

Investment Analyst

The Arab Monetary Fund (AMF), is an arab regional organization based in Abu Dhabi, United Arab Emirates. AMF is seeking to recruit an “Investment Analyst” in the Treasury & Investment Department.

 

Job Purpose:

Work with other colleagues to generate periodical investment and financial studies and reports on the performance analysis of the internal and external portfolios and the general market conditions, conduct due diligence, assess the credit rating, and contribute to establishing effective business relationship between the Fund and its partners from the regional and international financial institutions and investment community.

 

Duties & Responsibilities

 

  1. Perform the calculation and the preparation of investment performance reports and present them on monthly basis for investments in fixed income, funds of hedge funds for externally managed funds.
  1. Participate in the preparation of reports on risk-weighted assets and the capital adequacy of the banking activity of the internal portfolios.
  1. Monitor the portfolios through regularly reviewing the valuation and performance, characteristics in order ensure the timely identification of irregularities and any potential discrepancies.
  1. Perform regular evaluation and monitoring of the credit rating of Arab and international banks and financial institutions that the Fund deals with and recommend the appropriate dealing limits with each one of them based on the approved investment policy and guidelines and in coordination with the treasury division.
  1. Stay up-to-date with financial markets developments, including exchange rates, interest rates, short-and long-term deposits, bonds and securities, in order to consider the implications of these market movements on the Fund’s future investment activities.
  1. Prepare various investment research papers and studies and due diligence covering areas related to the internal portfolios, the external portfolios and the general financial market conditions in order to facilitate the decision making process within the department on matters related to the selection of bond managers and funds of hedge funds managers.
  1. Prepare periodical investment and financial studies and reports on the development of the international financial markets and the performance of portfolios.

 

Qualifications and Practical Experience:

 

  • Candidate should be Arab origin.
  • Bachelor Degree in Finance, Economics, Business Administration, or Investment Management from a reputable and recognized university and earned a CFA designation.
  • Master degree in Finance or Investment Management, or relevant professional qualifications from a recognized international institution are a plus.
  • 5 years of experience in investment management and research with at least 2 years of experience at a similar level.

Chief, Treasury Division

Job Purpose:

Manage the Treasury Division to ensure that AMF own funds and funds entrusted to the AMF are invested according to the AMF policy guidelines in order to achieve the AMF investment objectives.

 

Duties & Responsibilities:

  • Achieve the treasury division objectives through managing performance, developing and motivating staff.
  • Initiate improvements to the treasury and investment policies and monitor the implementation of the relevant treasury policies, procedures and controls covering all areas of treasury activities.
  • Supervise the implementation of research ideas, investment tactics and strategies.
  • Manage the surplus liquidity through optimal deployment of funds within the framework of the Treasury policy, procedures and plans, and strengthen the financial positioning of the Fund through the effective management of treasury activities.
  • Monitor and plan daily cash flow of the investment funds for all portfolios to ensure adequate executions of assets and liabilities in line with investment plan.
  • Ensure that all portfolios managed by the Fund are in compliance with the approved investment policies and guidelines.
  • Monitor the AMF's portfolios through regularly reviewing the valuation, performance, characteristics and risk parameters relative to benchmarks in order to secure the timely identification of any potential discrepancies and rectify them.
  • Stay up-to-date with financial markets developments, in order to consider the implications of these markets movements on the Fund’s future investment activities and make informed decision regarding the allocation of the investment resources for the managed portfolios.
  • Select the appropriate investment opportunities through utilizing the analysis, research and due-diligence reports of investment management firms, banks and other external financial institutions in order to identify the appropriate investment allocation.
  • Contribute to building and managing effective business relationships with member countries to enhance the level and scope of business cooperation.
  • Manage the investments associated risks
  • Recommend continuous improvement to the division systems, processes and practices taking into account 'international best practice', changes in international standards and changes in the financial markets and business environment.

 

Qualifications and Practical Experience:

  1. Candidate should be of Arab origin.
  2. Bachelor Degree in Finance, Business Administration, or investment Management from a reputable and recognized university.
  3. Master degree in Finance or investment Management. Professional qualification of CFA or equivalent from a recognized international institution is preferable. Professional dealing certificate is also an advantage.

AMF is currently seeking to hire  a “Quantitative Analyst” in investment Department

Primary Duties and Responsibilities

  1. Ensure, on a daily basis, the completeness, validity, and accuracy of market data used for investment  operations.
  2. Utilize internal analytics and diagnostics tools to verify market data accuracy and investigate  any anomalous historical data moves via other data sources e.g. Bloomberg.
  3. Conduct quantitative analytics and modeling  projects including development of new models, analytic processes or systems approaches, such as attribution  and risk calculations.
  4. Interact with the Investment  department team members to understand and document their needs for process and systems changes and improvements.
  5. Communicate with the IT Division technology  staff  for the design, development and implementation of any requested systems  and models  and participate  in user acceptance  testing of new enhancements.
  6. Propose new technological  and business processes in response to internal or external  regulatory requirements
  7. Work closely with the team responsible for monitoring  investment risks to   enhance  risk monitoring, identification and reporting.
  8. Act as the first line of communication for the systems used to manage the AMF portfolios.
  9. Assist in performing  analytics on performance  attribution, stress testing and other reporting needs.

 

Qualifications and Practical Experience:

  1. A Master's degree from an accredited university with a quantitative Focus.
  2. Professional  qualifications such as CFA/ and or CIPM certification  is preferred.
  3. Command  of Arabic and English is a must.  French is an asset.
  4. Broad knowledge of financial markets, products and  risk calculations, applied to historical and hypothetical  scenarios of predefined portfolios.
  5. Implementation of asset management systems supported by relevant background of operations. An applied understanding of Value at Risk (VaR) and its use in the risk management area is a plus.
  6. Advanced desktop technology skills such as Excel and PowerPoint is a must.  Other Bloomberg skills are a plus.

Senior Investment Risk Officer

Job Purpose:

Oversee credit and market risks of investment portfolios by monitoring exposures across various asset classes for all investments associated risks, including ratings and limits to ensure that investments are within AMF investment objectives, risk tolerance, investment policy, guidelines, medium term investment strategy and investment plans. Report any exceptions to senior management accordingly.

Senior Maintenance Engineer

AMF is seeking Senior Maintenance Engineer working closely with the Senior Maintenance Engineer directed by Administration Department Director

 

Responsibilities:

 

  • Plan, program and execute preventive & corrective maintenance and running repairs of HVAC, mechanical and electrical and Plumbing systems of all equipment and materials such as lighting, air-conditioning, electrical distribution, generator sets, water supply, plumbing,  fire protection and fire safety systems, lifts, telecommunication and potentially building management system with the assistance of technical team in line with Safety and Comfort of the occupants and record all necessary information.
  • Responsible for general property appearance and maintenance.
  • Conduct regular inspections and service mechanical, electrical systems and its equipment and make necessary adjustments on operating equipment and its controls in an acceptable manner.
  • Manage Procurement of equipment, fixtures and spare parts, materials…etc in line with maintenance request / maintenance schedule/repairs.
  • Manage a team of technical people engaged in operation, repair and maintenance of buildings and building facilities and equipment in a safe manner while providing necessary training to the staff.
  • Ability to diagnose and  trouble shoot the breakdown and  failures of Chiller / Air conditioning / Pumps / Electrical system including  switch gears, generators etc.
  • Capable of  understanding and monitoring of Civil repairs, carpentry work and furniture repairs.

Minimum Requirements Criteria:

Financial Sector Specialist

Arab Monetary Fund, a regional organization based in Abu Dhabi (United Arab Emirates), with the objective of laying monetary foundation of Arab economic integration and accelerating the process of economic development in Arab Countries, in addition to its role as the Technical Secretariat of both the Arab Central Banks Governors Council and its subcommittees, as well as the Arab Finance Ministers Council.

 

AMF seeks to appoint a “Financial Sector Specialist” focusing on the non-banking sector, in the Arab Financial Markets Division within the Economic and Technical Department of the Fund.

 

In view of the Fund’s strategy aiming at “Developing programs and initiatives to strengthen the financial and monetary sectors, and enhancing access to finance and financial services”, the Fund is in the process of implementing various activities, including those that concern the development of the Non-Banking financial sector in the Arab region.

 

Therefore, the primary focus of this position is the Non-Banking financial sector and its needs for improvements (for instance: insurance sector, investment and pension funds, Islamic finance and housing finance institutions), in addition to a general knowledge of the major aspects related to the financial sector and capital markets development in the region.

 

Primary Duties and Responsibilities:

  1. Contribution in the elaboration of reports and studies related to the non-banking financial sector development in the Arab region.
  2. Participation in field missions organized in the context of the financial sector development initiatives of the Fund.
  3. Follow-up with regional and international entities and bodies focusing on the non-banking financial sector.
  4. Contribution in the preparation of reports on the overall financial sector performance in the Arab region.
  5. Contribution in the organization of committees’ meetings, conferences and workshops on financial sector and capital markets issues.
  6. Formulating suggestions regarding the development of the Arab capital markets division’s work and activities in light with its mandate and objectives.

 

 

Qualifications and Practical Experience:

The candidate should:

  • be a national of member Arab countries or of Arab origin;
  • hold a Master Degree or a PHD in economics or finance from a reputable university, with the presence of relevant research studies or working papers published considered an advantage;
  • have a minimum of 5 years’ experience in the financial sector in the Arab region, with an experience in Non-Banking financial institutions considered a strong advantage;
  • have a deep expertise on the Non-Banking financial sector and its needs for development;
